Merged update-ubuntu-versions.

Missing Ubuntu versions for natty (Ubuntu 11.04) and oneiric (what
will become Ubuntu 11.01) have been added. In addition, a number of
PEP8 and Pyflakes warnings have been fixed.

Merged version_template [a=johnf-inodes] [r=jkakar] [f=299036]

A new 'version_template' configuration key can be specified to
customize the format of the version string generated for package
uploads prepared by AutoPPA. The default format has been changed to
follow current version guidelines defined by the MOTU team. Run
'autoppa help version-template' for information about the new
functionality.
