Merged quickfixes [a=lifeless,monty,spiv]

The 'upgrade-branch-format' command now works! It will fix branches
that would previously fail with MissingRevisionError. The command
prints output summarizing the changes being made, as they're made.

Merged upgrade-branch-format.

AutoLP has a new 'upgrade-branch-format' command that can upgrade
individual Bazaar branches at specified URLs. It can also upgrade
all the branches associated with a project on Launchpad.

Merged oauth-authentication.

A new 'login' command authenticates a user and creates an OAuth
token in a file on disk. The command uses the new LP object, a
facade to launchpadlib providing an AutoLP-specific API. Buggy
tests for autolp.entry_point have been fixed, too.

Merged basic-infrastructure [f=410165]

A basic bin/autolp run Commandant's builtin commands. A README file
and a Makefile with targets to build API docs, run tests and clean
and get info are also in place.
