fix racy condition with utah-done.py script

It appears that we sometimes hit YAML parsing errors in the utah-done.py
script. I strongly suspect this is due to the utah-client writing to the
file at the same time utah-done.py is reading. This ignores that error
in hopes the next time it calls utah-done.py it will be able to determine
the state.
