* only associate on essid ANY/OFF (length==0) if module is configured to auto-associate; otherwise
   we interpret ANY/OFF (length==0) essid's as off for real and ipw_disassociate the device.
* to allow clients like NM and wpasupplicant to better deal auto-associate ON scenarios, we now send
   a link_up event if set_essid was invoked with and essid matching the current associated/associating
   essid.
* last but not least this commit now explicitly takes care that association procedure is always
   initiated when the essid was set to a new value through ipw_wx_set_essid.
