Enabling CONFIG_SUSPEND in the kernel exposes a potential deadlock on
Xen instance types on AWS during hibernation. This option has been
re-enabled when the config was re-aligned to the generic 5.8 kernel.

Even if we could prevent suspend-to-memory in user-space via systemd (by
setting AllowSuspend=no in /etc/systemd/sleep.conf) make sure it's also
disabled in the kernel an extra safety measure to prevent this problem
from happening.

Moreover, resuming from suspend-to-memory is not currently supported on
the AWS cloud, so there is really no downside having this option
disabled, and it also reduces the kernel size (possibly speeding up boot
time).

hibernation failures with Xen instance types.
