We only care about the UCS details when they are missmatched. Emit a
shorter summary when they match and a fuller dump when not. This
matches how built-against: is summarised.

new-review: add --existing-suite to aid review of copy-forward kernels

When a kernel is built in mantic and copied forward to noble the source
reports having no builds. Add --existing-suite to allow us to hint it
pick those builds from the previous series. Hopefully this will be
fixed in Launchpad longer term.
