archive-reports: disco and eoan are both long gone

Drop the dists mirror for disco and eoan. I note that we still maintain vivid which
is likley something we can kill when ubuntu-touch gets killed off.

Drop run-britney completely

The only thing left in here is a bzr pull of Packages-Arch-Specific.

Archaeology shows that this was used to run the
"ubuntu-archive-reporting/outdate-report" script, which was dropped in r295,
and nowhere else.

The transition tracker lives inside an lxd container now, and we stopped
generating the separate testing report.
