open bugs section as they need action.

NOTE: this required an updated version of lpltk containing date_incomplete
in order to determine whether there has been an update.

KernelBugListByTeam: mark new and stale entries

Mark bugs which were filed this week with a green background in the
bug number field so we can more easily see which bugs have been added.
Also mark any which have not had an update in two weeks with a yellow
background, so we can see which ones need attention.

list-tags: include closed bugs changed in the last 20 days

In order to have some idea of bugs which we are closing out include any
closed bugs which were modified in the last 20 days. This is a gross (and
computationally cheap) approximation to those closed in the last 20 days.
