autopkgtest-web/request.cgi: reports the wrong package as not published

When a test package is no longer published in the archive a retry will
erroneously report the last trigger package unpublished. Report the
correct test package name.

worker: kernel installation should prefer using Provides

We are starting to add Provides: linux-{image,headers}-<srcpkgtail> to the
appropriate installation meta-package for a source package. This means
we will have a consistent installation target for testing the contents
of a kernel package. Add support for trying these new names first
and then fall back to the existing behaviour.

request: add support for a bulk param to indicate low-priority

Add a bulk=1 parameter which when present attempts to request a
low-priority queue for this request. Where they exist (ubuntu only)
submit it to the bulk queue; to the huge queue in ubuntu.
