We handle top-level kernels differently. Kernels without master-bugs
need to be handled first and tend to block other kernels. Therefore it
us useful to pick those out of the greater list. Change the colour of
these to blue so they stand out.

kernel-stable-dashboard: tooltips and url are not compatible
When we add a tooltip to a block that block can no longer find any URL
we intended to wrap it with. Pull tooltips out to a separate table
similar to the urls and add those at the same time as adding those urls.

kernel-stable-dashboard: add tooltips for proposed-testing elements
Add tooltips for all of the existing main-testing status elements
so they are easier to identify now that we have significantly more of
these short labels.

kernel-stable-dashboard: add sru-review to early-testing row
Add the sru-review entry to the early-testing row. This occurs in
parallel with boot-testing and it therefore makes sense to present it in
a similar manner to the *-signoff tasks.

kernel-stable-dashboard: add early-testing status row and include boot-testing
Add an early-testing status row ("bite") similar to the general testing
row. This will be used to summarise the parallel activities during
early build and testing in PPA. Add the boot-testing status to this row
as the first entry. The boot-testing result is already suppressed by
the existing *-testing suppression for the general testing row.

info/kernel-series: flag precise kernels as not supported
Precise as a series has been flaged as not supported anymore, but this
doesn't prevent tools to create tasks and tracking bugs for kernel
backported to this series.
