Fixed unit-tests
Added 2 test ratings files(for rnr and for popcon) because in build network is disabled.

Implemented Popcon ratings; Might need some more work on the formulas.
Changed ratings to default to Popcon if not using Ubuntu
Changed a bit how rating points are calculated with the ubuntu-rnr data;
previous way of calculating only calculated 4*(#5stars), which was flawed.

!Probably breaks the second apt-unit test!
