Add a 'maas init' command to the deb package.

It works similar to the one in the snap package, except that it
will only configure external authentication and create an admin.

Factor out common init code.

We currenty have 'maas init' in the snap, and we want to add add a 'maas
init' command to the deb package as well. This branch factors out the
functionality we want in the deb package, so that the snap and deb
command can share the code.

Also, tests were added for the factored out code, since most of it was
untested before.

Move machine, devices, and controllers to top level navigation.

The machines, devices, and controllers listing are now accessible from the
top level navigation. Sublevel navigation on the listing page has been
removed. This allows the listing page to only load the node type currently
being viewed. The UI now looks at the path to see what node type should be
loaded.
