Fix to spice agent_enabled issue

This issue is not a general bug and only occurs in a specific scenario

This fix is meant as a temporary fix for it until all charms can be
upgraded (the issue basically happens because charms versions are
not in sync between nova-compute and nova-cloud-controller
and we don't want to change that right now.

This is related to a customer cloud - 2019-10-28-**********-OCS-2nd-OP-144463
