Added the ability to edit the reporter from the Issue form.
We use email creation of issues and if a support email gets sent to us directly rather than to the support email address, we forward the mail to support to log it. This means many issues in the system are logged against our name rather than the original initiator.
This simple addition adds a link to the Issue form that pops up a dialog and lets you choose from the list of available reporters.
When chosen the Issue reporter is updated and the change is recorded in the Issue history.
