[r=andreserl][bug=][author=blake-rouse] Add maas-os-select directive and fix GeneralHandler.osinfo call.

This adds a new maas-os-select directive that allows selection of os and release. This directive will be used on the deploy bulk action and on the node details page. Includes a fix to GeneralHandler.osinfo that was not returning all the required information needed to construct the directive.

[r=mpontillo, rvb][bug=][author=mpontillo] Automatically add hostnames when probe-and-enlist runs for vSphere.

This commit will use the name configured in vSphere for the hostname of the VM. In order to allow this, it adds an optional 'hostname' parameter to create_node(), and (if provided) passes it into the node creation form.

Also updated the create_node() test to also pass in that parameter.

MAAS will automatically add the DNS suffix, as applicable.

Note that this commit DOES NOT provide a way to turn this functionality off. If a vSphere VM is named with an invalid hostname, the node will fail to be added. We should determine if a use case exists for NOT using the VM names as the hostnames.

[r=blake-rouse][bug=][author=newell-jensen] This branch adds a Python power driver, which the future Python power drivers will inherit from.

[r=rvb][bug=][author=blake-rouse] Add triggers for when a tag is linked and unlinked from a node, and when a tag is updated.

This sends the node_update and device_update message when a tag is linked, unlinked, or updated. If linked or unlinked it will check if its installable. Installable sends a node_update message and non-installable sends a device_update message. When a tag is updated all nodes that are linked will get a notification message, so they get the new tag name.

[r=rvb][bug=][author=mpontillo] Update hacking guide to provide info on getting a psql shell.

[r=allenap, mpontillo][bug=][author=rvb] Create MAC->cluster interface connection when parsing leases. This is so that one can "claim and IP address" without providing an IP address: if the device has DHCPed off MAAS: MAAS will know from which cluster interface the IP should be taken from.
