Set the ILogObserver component on the application object by overriding
the top-level service's setServiceParent() method; this is executed
early enough during application start-up that we can intercept.

However, it may be better to actually fix the rotating code in
LogFile.rotate(). The approach taken in this branch breaks some
options that can be passed to twistd.
