Remove autoconnect logic from nm-device-modem

During 1.1.93 testing, it was discovered that the
autoconnect disable/enable logic that had been added
to nm-device-modem for ofono, was causing problems
with the newer code base, so it was removed in the
Touch version post 1.1.93 landing in xenial.
