Add support for elementary's "Preferences Opening Specification" proposal.

As that proposal doesn't specify a URI for notifications,
yet applications may want to link to the configuration for their notifications
I used settings://desktop/notifications.
This nicely falls back to the desktop settings where these settings
might still be found.
