The SurfacesWithOutputId test suite required the surfaces to be visible before the shell policies under test would apply to them. Make sure that we wait for the surface to become visible before initiating test. Splits out some similar code from another test suite with similar visibility requirements.

mc::BufferStream::drop_old_buffers() is the method used to discard old buffers for a stream and bring it up-to-date after a period of being occluded. The behavior was incorrect, as it wasn't returning the dropped buffers to the client.
