Add xena as default for openstack-origin

This tests that a branch can have an override for the config default for
openstack-origin for a reactive charm.

Make a stable/21.10 branch to check stable builds on ch

This creates a stable/21.10 branch for the test-aodh-ch charm to
checking building and pushing to the stable branch, rather than edge for
master.

Also removes the gitreview, adds charmcraft and metadata changes.

- add focal-xena bundle
- add impish-xena bundle
- remove groovy-victoria bundle
- rebuild to pick up charm-helpers changes
