Updates prior to upload to github

This:

 * updates src/README.md to indicate not to use this charm
 * adds README.md to indicate what this repo is.
 * removes .gitreview so that it can't interfere with gerrit
 * adds metadata.yaml link to root to keep charmcraft happy.
 * adds charmcraft.yaml metadata for this charm.
 * changes the charm name to test-aodh-ch
 * updates .gitignore to ignore new files.

Add xena bundles

- add focal-xena bundle
- add impish-xena bundle
- remove groovy-victoria bundle
- rebuild to pick up charm-helpers changes
- update tox/pip.sh to ensure setuptools<50.0.0
