Correctly handle missing files when using the file_stat fixture

Raise an exception if the return code of the remote python call is
non-zero.
Ideally, we'd retrieve the actual exception from the remote call, but
that would require a more sophisticated RPC mechanism (or parsing
stderr).

This is a cross-repo cherry pick from hw-health-charm of the following
commits:
