Remove authbind from server-ship.

Reverse depends:

Still pulled in by Supported-Sysadmin-Common at the moment.

Remove {intel,amd}-microcode from server-ship since they are now
(since #1738259) pulled in via the kernel packages (linux-image-*).

Remove hv-kvp-daemon-init from server-ship.

This package was superseeded by linux-cloud-tools and was last shipped
in trusty.

Extra-exclude unused openssl libneon27 variant.

also demote dpdk-dev, not just libdpdk-dev

Do not auto-promote libdpdk-dev from src:dpdk
