administrative nits:
 - as hints are updated, I am moving them to the 'ubuntu-release' file, deprecating the per-person ones
 - please add the cosmic-proposed version as an additional version on the hint rather than replacing, since the old version may still be relevant to in-progress package migrations or for autopkgtests that get triggered between the time this change lands and the time the named package actually migrates.

I will fix this up locally and merge this.
