Description of the change

Update the badtest hint for symfony, linked to an upstream bug.

This depends on https://code.launchpad.net/~ahasenack/ubuntu/+source/symfony/+git/symfony/+merge/359137 landing, which is what bumps the version to 3.4.18 and fixes the tests with php 7.2.11 in the other architectures.
