Description of the change

badtest gscan2pdf on arm64

http://autopkgtest.ubuntu.com/packages/g/gscan2pdf/focal/arm64 shows it fails more often than not. I was able to reproduce the hang, and filed https://bugs.launchpad.net/debian/+source/gscan2pdf/+bug/1860592

gscan2pdf is currently blocking sane-backends, which is blocking net-snmp, which in turn is blocking a whole sleuth of other packages.
