For strange inaccessible reasons (which I assume relate to the way WindowHandles are mapped between the android input stack and mi::Surface) the key input targeter was taking an InputChannel rather than a Surface. This was an awkward point in new-input-dispatcher so I resolved it.

Surface::take_input_focus appeared to be a misguided attempt to mask this so I've removed it as well.
