Introduce MirInputConfigurationEvent. Currently used only to simplify the dispatch pipeline and not yet passed to clients (though should and will be...).

These methods are largely used by the InputDispatchers to listen to device state resets.

Folds some mi::InputDispatcher methods in to ::dispatch in the process.

The idea is to move test coverage of the event filters (previous contained in test_nested_input.cpp and test_android_input_manager.cpp integration tests) in to acceptance tests. Largely to reduce the dependence on the android API.
