Remove lib/canonical/launchpad/javascript/translations as its content was moved to lib/lp/translations/javascript.

Description of the change

= Bug 561586 =
After moving the JS files from lib/canonical/launchpad/javascript/translations , I forget to delete the folder.

Delete the lib/canonical/launchpad/javascript/translations since it is no longer used and we moved its content to lib/lp/translations/javascript
