Use AptFacade in the package reporter, if the USE_APT_FACADE environment
variable is set to a non-0 value.

This is so that we can test using the AptFacade on a real system,
without making it default just yet.

Ensure that AptFacade can be used by PackageReporter. PackageReporter
won't use it yet, though, we're just testing passing in an AptFacade, to
ensure that we can switch at a later stage.
