Description of the change

[-] deleted line which disables auto deps tracking

The problem was that XtraBackup RPMs were built with automatic dependency creation disabled. This, in particular, resulted in the missing Time::HiRes package dependency on distributions where that module is provided by a separate package. Fixed by enabling automatic dependency tracking in RPM builds
