ship-live: Tighten oem-nvidia regex

We're getting ...20.04b in the pool currently - a newer series which we
haven't switched to yet. This is dragging in the kernel itself. Tighten
the regex to only match the 5.6 based drivers. This will have to be
updated when we roll the kernel forward.

server: start MIR process of needrestart

needrestart is a very useful maintainance tool to track any processes
that are out of date, and when possible offer to restart them. This
tool is very useful to check if sessions need to be restarted,
workloads need restarting, user & system daemons need restarting. But
also, whether the restarts were successful.

As part of the MIR process UX should be assessed, if we want it to be
interruptive on every upgrade, information only, and if certain pieces
need adjustment.

server: drop 'at' from the seed

This is a "seed cleanup" change with no practical effects, as 'at' is
currently a direct dependency of the ubuntu-server metapackage, which
is seeded.
