UbuntuConfig: go back to use Normal Resize mode by default

Description of the change

New unity decorations improved the resize speed a lot, so designers approved to go back to the "live" resizing mode:

16:38:04 <JohnLea> I just tested the live resizing
16:38:12 <JohnLea> it works great!
16:38:19 <JohnLea> at long, long last, great to have it back
16:38:28 <JohnLea> +1 to switch on by default
