Merge ~0xnishit/ubuntu/+source/xsimd:merge-13.2.0-resolute into ubuntu/+source/xsimd:debian/sid

This is the sync request but the latest debian version is FTBFS on armhf due to -march=native, so adding some new delta in d/rule to fix FTBFS on armhf
