I'm aware of this problem, but we could partly eliminate it by allowing
to (optionally) sort the tags by frequency. This should list "root" tags
first if the "tree" is more or less balanced.
Also it is vaguely planned to combine the current tree-view behavior
with tag filtering, e.g. by showing sub-pages of tagged pages. It might
be useful to do the opposite direction also, i.e. filtering tags to the
sub-tree when a selection in the standard tree-view is made. That would
also help fixing the above problem.
