whisper-resize.py now has a higher level aggregation functionality

Adding the --aggregate command line parameter to the whisper-resize.py
script makes it load all values into memory and iteratively going
through each value bin. For each value bin aggregation is done and
xFilesFactor is checked.

For sparse data, the --aggregate parameter is most certainly not useful.
However, when doing complex resizes it can be highly useful.
