When pre-caching docker.io, don't pre-cache cgroup-lite

docker.io Recommends cgroupfs-mount or cgroup-lite. When we run apt-get to
perform the precache, it sees that cgroup-lite is going to be "installed", so
it doesn't download cgroupfs-mount. However, when a user later does `apt-get
install docker.io`, apt-get will resolve cgroupfs-mount as the preferred
dependency and therefore still download it.

Add and use local keyring for verification of apt data.

A transition is being made from signing with the dsa1024 'Archive'
signing key below to the newer rsa4096 Archive key.
In zesty, the package installed keyring no longer contains the
older keys.

Without this, if running on zesty, then mfdiff will fail to download
changelogs (using apt.cache), as it will not trust the data.

The solution here is to check in the gpg keyring that was provided
by the Ubuntu 16.04 (xenial) package ubuntu-keyring, and to use that
for verification.

Juju Vagrant image supports out-of-the-box workflow.

As per bug 1368313, this creates (if necessary) and mounts a charms
directory in to the Juju Vagrant box.

The vagrant user has the JUJU_REPOSITORY environment variable set, so
Juju can find the charms without extra command-line arguments.

Vagrant tmpl: Move precise image to trusty kernel (from raring)

The raring kernel was still being used in vagrant images, this

-root.tar.gz: collect xattr and acl information if tar supports it

The -root.tar.gz files do not contain xattr info, and xattr info is
required for fully functional /bin/ping on 14.04.

This lets us create the tarball with the correct data if tar can do
that. Its up to the consumer (lxc or other) to extract correctly.
