Couldn't we move the menu next to the window buttons on unmaximized windows?
It seems to me that would solve the issue, as well as save the 24th px,
while avoiding the annoyances the global menu poses to unmaximized windows.

Of course, the global menu should still activate on small screens and
maximized windows.
