The problem with making Alt+F5 a toggle is that the user does NOT know what he's getting.
User has a "almost maximized" window and taps Alt+F5 to "restore the window." But instead it maximizes. So then he's got to hit Alt+F5 again.
It is MUCH preferable to have keyboard shortcuts for OFTEN done activities (like minimizing, restoring, maximizing) a window do only one thing. Then when the user presses it he KNOWS what's going to happen.
