Explanation of the Ubuntu delta and why it can be dropped:
- debian/control: Build with valac instead of valac-0.18 for easier transitions
  + No needed anymore since we got vala 24.

* Merge from Debian unstable. Remaining changes:
  - debian/rules:
    + Switch to dh-autoreconf to update libtool macros for ppc64el.
      (Closes: #746403)
    + Use dh-translations to build a translations template.
