Bump the build-dep on libcurl3-openssl-dev as well, otherwise the
old libcurl4-openssl-dev gets installed.

Fix version restrictions on Breaks/Replaces fields

libxmlrpc-c3-0, libxmlrpc-core-c3-0 and libxmlrpc-c3-0 no longer exist
so it is not necessary to restrict them by version.

libxmlrpc-c3-dev does exist so the Replaces line should be restricted to
previous versions.
