* Changed build dependency to help libjpeg transition. Closes:
  #642984.
* UTF-8 encoded copyright file.
* Updated to standards version 3.9.1.
* Added ${misc:Depends} to dependency chain as debhelper may add it.
* Updated from debhelper compatibility 4 to 6.
* Makeshlibs and gencontrol changed order in debian rules file.
