* d/p/upstream-r399.patch: When executing hooks set environment
  variables for non-interactive apt. (LP: #812343)
* d/p/upstream-r401.patch: Make local provider storage network
  accessible to allow for unit access, fixes problems with charm
  upgrade. (LP: #869945)
* d/p/upstream-403.patch: Ensure that machine state watch in the
  provisioning agent doesn't stop getting reestablished, even when
  unexpected exceptions are raised. Makes zookeeper connections more
