* Consider *gnuspe which matches powerpc-unknown-linux-gnuspe where

* Mandatory autoreconf.
* Add debian/source/format, keep at 1.0 for now.
* Add debian/README.source.
* Add Vcs-* and Homepage fields.
* Bump Standards-Version to 3.8.4.
