Actually this is the same upstream version as 2.9.21.1 but due to a merging glitch when using git-buildpackage two files were changed. So the orig.tar.gz for 2.9.21.1 in Debian is not entirely correct (although it doesn't hurt either). To replace the wrong orig.tar.gz it needs a higher version number. 2.9.21.1.0-1 it newer than 2.9.21.1-1.
