* Update DEB_BUILD_OPTIONS parsing code from policy 3.8.0.
* Backport from upstream (closes: #484797, SF #1878155):
  - jscript.c was not properly handling escaped quotes.
* Add a Homepage control field.
* Refer to /usr/share/common-licenses/GPL-2 in debian/copyright rather
  than plain GPL.
* Policy version 3.8.0.
