* Backport to hardy:
  - Use source format 1.0, and use the old quilt makefile include (Hardy
    predates dh_quilt_patch and the quilt sequence)
  - Drop debhelper build-dependency version
  - Replace override_% syntax with old-style dh --before and dh --after
    syntax
