* New upstream release

* debian/README.Debian:
  - Renamed file from libgimp-perl.README.Debian, removed
    reference to font_table since it's no longer included upstream.
* debian/control:
  - Adopt package
  - Updated version numbers for libgimp2.0-dev and gimp
  - Remove build-dependency on gimp
  - Added libextutils-pkgconfig-perl build-dependency
* debian/rules:
  - Remove PREFIX and GIMP variables from Makefile.PL invocation
* debian/patches/02_fix_config_pl.dpatch:
  - Added to fix CFLAGS generation for the UI component
    and GIMP path generation
