It turns out that melodie's issue was having COMPCACHE_SIZE set in initramfs.conf, which causes initramfs-tools to create a zram swap in early userspace, thus rendering zram-config ineffective. This is arguably a bug in initramfs-tools, but it's not a regression in this zram-config SRU.
