Addition:
I did not do anything with any setting, just updated Ubuntu 12.04 and after that the locked drag activated.
AFTER that i was looking in mouse settings, but i can't change this setting there. So i installed Gpointing Device Settings.
There i was enable to set this setting OFF and this works only one session.

So i think there are two problems here,
1. The locked drags are activated after installing updates (and can't be disabled through the Ubuntu gui)
2. settings of Gpointing Device Settings are not saved after reboot (other problem)

I do not know how to change my mouse settings now, it still locked drag (and i do not like that).
